Profile Description
As an Expert Functional Analyst with more than 10 years of experience, you will be responsible for analyzing, modeling, and optimizing complex processes within the Federal Public Service Justice. You will play a strategic role in digital transformation projects and act as the essential link between business, IT, and management.
You have in-depth knowledge of data exchange and know how to translate it into efficient, scalable, and legally compliant solutions. You will also supervise less experienced analysts and take on a coaching role within the team.
Within the framework of the Fines Platform and the overall modernization of the justice system, you will support projects related to data analysis, automation of offence processing, and the implementation of new legislation.
Responsibilities
1. High-level functional analysis
- Take the initiative in gathering and structuring business requirements
- Create detailed specifications, including impact analysis and risk assessment
2. Architecture involvement and data modeling
- Model complex processes and data flows (BPMN, UML, ArchiMate)
- Advise on architectural choices and data standards
- Optimize data sharing between police, justice, and federal systems
3. Quality and testing strategy
- Define test strategies (TDD/BDD) and validate functional test scenarios
- Coordinate UAT and validation with end users
- Ensure traceability between requirements, test plans, and implementation
4. Coordination and mentoring
- Supervise junior and senior analysts and monitor methodology adherence
- Work with strategic stakeholders
- Propose improvements to analysis processes, tools, and governance

Requirements
- Bachelor’s or Master’s degree in a relevant field
- Minimum 10 years of experience in functional analysis of IT projects
- Experience in large and complex environments (ideally within public institutions or the justice sector)
- Strong knowledge of data integration, legislation, privacy protection, and data quality
- Good command of French and Dutch
- Full-time availability
